Business registration

Licensing is the part of opening a preschool franchise that gets the least attention in sales conversations and causes the most delays in practice. Getting this list right, and starting early, can be the difference between opening on schedule and pushing your launch by two months.

You’ll first need to register your business entity, typically as a sole proprietorship, an LLP, or a private limited company. Most franchise owners choose a private limited company or LLP for liability protection once the investment crosses a few lakh rupees, though a proprietorship is faster to set up for smaller, single-owner operations.

Shops and Establishment licence

This is a mandatory state-level registration for any commercial establishment, including preschools, and is usually one of the faster registrations, typically issued within a few weeks of application.

Fire safety NOC

A No Objection Certificate from the local fire department is required before you can legally operate from your premises. This usually requires your interior fit-out (fire extinguishers, emergency exits, electrical safety) to already be in place, so plan your civil work with this inspection in mind rather than as an afterthought.

Health and sanitation clearance

Local municipal or health authorities issue a sanitation clearance confirming the premises meet basic hygiene and safety standards for young children, covering things like washroom facilities, drinking water, and waste disposal.

GST registration

Required once your revenue crosses the threshold for GST applicability, and in practice most franchise owners register from day one to avoid retroactive compliance issues.

State ECCE registration

Several states have begun formalising registration requirements for Early Childhood Care and Education (ECCE) centres in line with NEP 2020’s push to bring preschools under a more structured regulatory framework. Requirements vary significantly by state, so check with your local education department early in the process.

Rental agreement, if applicable

If you’re leasing your premises, you’ll need a registered rental agreement, which several other licences (fire NOC, health clearance) will require as supporting documentation.

A realistic timeline

Budget 6-10 weeks for the full licensing bundle, running in parallel with your interior fit-out rather than sequentially after it. Franchisors with experience across multiple states can usually tell you exactly which of these will be the bottleneck in your specific city.
